Earl M. Starnes, ARC 1951 and URP professor emeritus, and Richard G. RuBino had their book, Lessons Learned? The History of Planning in Florida, published by Sentry Press. The book analyzes the successes and failures of efforts to achieve a balance between competing interests and offers an opportunity to learn from Florida’s long and arduous history of planning and growth management.
