“Public versus private planning: themes, trends, and tensions”

The 2008 IPHS conference coincides with commemoration of the 100th anniversary of the creation of the Burnham and Bennett Plan of Chicago, one of the major landmarks in modern planning history. This was a privately produced plan ultimately adopted as public policy. The interplay between the private interests of business, individuals and non-governmental organisations versus the more public interests of the state evident in the Plan of Chicago has been an enduring theme in the history of planning. The relationship has changed dramatically over time. In the pre-modern era, public planning affected only a fraction of the built environment. The 20th century saw a vast expansion in the practice of public planning in almost all democratic societies. There has latterly been a major reaction against purely public planning and a rehabilitation of the idea of more private planning, often in the form of privatization, expanded use of market mechanisms, and public-private partnerships.  The 2008 IPHS conference will seek to shed light on this creative tension within planning history.

Proposals are invited on this theme in divergent places, at different scales, and varied contexts. Proposals will preferably address one or more of the following sub-themes:

Submission Process

Single paper proposals, roundtables, and other modes of presentation are invited. Pre-planned sessions with multiple participants on a topic are welcome (each presenter must be fully covered in the submission). All proposal abstracts will be refereed by the program committee.

All accepted abstracts and those full papers that go through a refereeing process (discussed below) will be included in the conference proceedings (available on CD through conference registration).

Proposals should be prepared in the form of an abstract of no more than 500 words inclusive of any references.  Links between the paper and proposed conference sub theme(s) should be indicated if possible.

A short biographical statement (500 words) or an abbreviated cv needs to be submitted, including full contact information (email, phone and fax).

Proposals should be submitted via email, and fax or mail should be used only as a last resort (if reliable email is not available).  Use of email for abstract, biosketch and paper submission will aid in preparation of the conference proceedings in a timely manner.

Comments on Draft Paper – by 1 May 2008
Submission to Program Committee of Final Paper – 1 June 2008 (to be included in the proceedings)

Registration

Conference Registration – from 1 February (with discounted early bird registration to 1 May 2008).  Information on registration costs, including a registration form, will be available by the end of 2007 on the conference web site. NOTE: To be included in the final program and the conference proceedings, participants must be registered for the conference.
